पालिकामा कार्यविधि बन्यो, डुङ्गा दर्ता भएनन्
रुकुम पश्चिम । रुकुम पश्चिमको बाँफिकोट गाउँपालिका– ३ र ५ मा फैलिएको स्यार्पुतालमा पालिकाले कार्यविधि निर्माण गरे पछि डुङ्गा संचालनको बाटो खुलेको छ । कात्तिक २५ गते बसेको गाउँकार्यपालिकाको बैठकले कार्यविधि निर्माण गरेसंगै डुङ्गा संचालनको बाटो खुलेको हो ।
तालमा कार्यविधि विपरित ढुङ्गा सञ्चालन भए पछि लामो समय सम्म ढुङ्गा सञ्चालनमा रोक लगाइएको थियो । गाउँकार्यपालिका बैठकले डुङ्गा दर्ता, व्यवस्थापन तथा सञ्चालन कार्यविधि, २०८१ पारित गरेको हो । गाउँपालिकाले कार्यविधि बनाएको एक महिना हुदा सम्म भने ढुङ्गा व्यवसायीहरुले आफ्नो व्यवसाय दर्ता गरेका छैनन् ।
कार्यविधिमा पालिकामा दर्ता गर्दा लाग्ने शुल्क, भाडादर, विमा, यात्रु सुरक्षा, डुङ्गाको मापदण्ड र डुङ्गाको बर्गिकरण गरिएको गाउँपालिका अध्यक्ष जनककुमार बाठामगरले जानकारी दिए । ‘व्यवस्थित तरिकाले डुङ्गा सञ्चालन गर्ने उद्श्यले हामिले कार्यविधि ल्याएका छौ । पालिकामा आएर व्यवसाय सुचिकृत तथा दर्ता गर्न पनि आग्रह गरेका छौ तर डुङ्गा व्यवसायहरु दर्ताको लागि आउनुभएको छैन ।’, अध्यक्ष बाठामगरले भने ।
अहिले तालमा आधुनिक ढुङ्गा तिन वटा र एउटा मोटरबोट रहेका छन् । ति डुङ्गा दुई महिना देखि चलेका छैनन् । तालमा डुङ्गा सञ्चालन नहुदा स्यार्पु पुग्ने पर्यटकको संख्या घट्दै गएको छ । पुस १५ भित्र पालिकाको कार्यविधि अनुसार डुङ्गा दर्ता गरेर सञ्चालनमा ल्याइने डुङ्गा व्यवसाय आदित्य मल्लले बताए ।
‘पालिकाले कार्यविधि निर्माण गरेको छ । हामिलाई डुङ्गा सञ्चालनमा सहज हुने देखिन्छ । हामि आवश्यक प्रक्रियामा छौ । विमाको काम बाँकी रहेकाले सबै काम सकाएपछि डुङ्गा सञ्चालन गर्छौ ।’, मल्लले भने ।
तालमा डुङ्गा सञ्चालनमा आए पछि पर्यटकको संख्या बढ्ने व्यवसायहरुको भनाई छ । कार्यविधि निर्माण पछि डुङ्गा संचालन व्यवस्थित हुने अपक्षा उनीहरुको छ ।
